It’s a marked water hazard, not a bunker. You can clearly see a yellow stake in the background at 0:24.

No penalty shots incurred – the club is clear of the hazard until the stroke is made. Tough Guys are tough, but they play by the rules.
Great shot, but you get a two stroke penalty for touching the water hazard pre-shot.
